China Petroleum and Chemical Industry Association (CPCIA), an association based on a number of specialized associations with twenty years' professional experience and over two hundred membership associations and companies, is officially founded today. This is another stride forward in reforming the Chinese
petroleum and chemical industry since the tremendous reshuffle
of the government functions in 1998, as a result of which,
State Administration of Petroleum and Chemical Industry was
established to replace the former Ministry of Chemical Industry.
CPCIA will serve as a national comprehensive social medium
organization with service and management functions focusing
on petroleum and chemical industry. CPCIA will act independently
in line with its institutions, do its utmost to strengthen
system construction and normalize operations. With full respect
to its members' desires, CPCIA will coordinate the relationships
between different associations, research societies, enterprises
and institutions, so to strengthen this industry as a whole.
The main missions of CPCIA are as follows: As a service-oriented
association, CPCIA will reflect the needs of enterprises and
maintain their profits. Moreover, it aims at exploring for
a new managing mechanism of this industry with the purpose
to meet the needs of socialist market economy. Furthermore,
with economic achievements as its top priority and industrial
structure adjustment as its main purpose, CPCIA will assist
government in advancing industrial operations, promoting technical
advancement and perfecting Chinese petroleum and chemical
industry as a whole. In addition, CPCIA will also ally forces
of domestic industries and develop international cooperation.
The main duties of CPCIA can be described in six aspects.
First, guide the membership associations to work in line with
law, code, national policies and supervise their operations
on the basis of CPCIA Statute. Second, conduct preview and
overview of the preparation, registration, alteration on behalf
of the membership associations. Third, administer party construction
and ideological work concerning the membership associations.
Fourth, CPCIA will charge itself with the personnel management
and recommend candidates for the leading team of the membership
associations. Fifth, supervise foreign affairs activities
and approve business visits abroad; handle passports and visas
for employees both from CPCIA itself and from the membership
associations, issue invitations to foreign visitors. Finally,
undertake the obligations entrusted by SETC.
The business functions of CPCIA can be detailed as follows:
1. Handle investigation and research work for industrial economic
development, make proposals about economic policy and legislation
to government departments. 2. Conduct industrial statistics
survey, set up data collection system and engage in data analysis,
study and information release. 3. Participate in the industrial
planning, undertake the pre-feasibility study of major projects
concerning investment, technical renovation and technology
import. 4. Strengthen industrial regulations, normalize industrial
operation and maintain fair market competition. 5. Develop
economic and technical exchange and cooperation both home
and abroad, carry out exhibitions, seminars on technological
and academic exchange. 6. Render consulting service about
patent protection, anti-dumping, anti-subsidy and anti-smuggling.
7. Recommend major scientific research projects, identify
scientific and technical results and extend the applications.
8. Launch quality management and participate in quality control.
9. Take part in the production and alteration of national
industrial standards, and bring them through to accomplishment.
10. Reflect the needs of members and the situation of this
industry, protect the legal rights and profits of our members.
11. Set up publications and provide relevant consulting service.
12. Organize training programs for talents, technical and
professional personnel. 13 Guide enterprises to improve and
perfect their management. 14. Engage in market construction
related to chemical products.
CPCIA has now 41 membership associations whose scope of
business cover some 70% of the overall industry.
